Dr. Sealy received a B.Eng., in Chemical Engineering from McGill University, Canada in 1984, a M.Sc., in Environmental Pollution Science from Brunel University, UK in 1987, and in 1993 he earned a PhD in Environmental Science, University of Liverpool, UK.
In 1980 Dr. Sealy was the recipient of a Barbados Scholarship, and in 1986 recipient of a Commonwealth Scholarship.

Dr. Sealy is a consultant engineer with over 20 years of experience as a project manager, a professional engineer and an environmental scientist. He has managed development projects, particularly in relation to energy, integrated solid waste management, water supply, wastewater treatment and conducted numerous EIAs and environmental studies throughout the Caribbean region.

Dr. Sealy is the former Chairman of the National Commission for Sustainable Development for the Government of Barbados. He also chaired the national energy policy committee and was responsible for coordinating the development of the Barbados National Energy Policy in 2006/2007. Hugh is also a Past-President of the Caribbean Water and Wastewater Association (CWWA). The CWWA is a regional NGO which incorporates Caribbean professionals in the fields of water, wastewater and solid waste. He is committed to the sustainable development of the region

Dr. Sealy was the Director of Engineering at New Water Inc., a company established in Barbados to service the Caribbean region and promote the use of ZENON membrane filtration technology for water and wastewater treatment applications. Hugh was the Caribbean Region Manager for a large Canadian consultancy firm (Stantec) and had oversight of several development projects throughout the region, including water supply studies in Grenada, hospital design in Tobago, solid waste management in the Bahamas and Belize and roads rehabilitation in Jamaica and Trinidad.

As a senior advisor on sustainable development to the Government of Barbados, and as a consultant who has worked extensively in the region, Hugh has a thorough understanding of the functions and capacity of regional planning and regulatory institutions. This knowledge and experience ensures that project recommendations are compatible with local social, cultural and economic conditions.

In January 2008, Dr. Sealy was elected as a Member of the Executive Board of the Clean Development Mechanism under the United Nations Framework Convention on Climate Change. Dr. Sealy serves as one of two representatives for Latin America and the Caribbean.

Currently, Dr. Sealy is an Associate Professor in the Department of Public Health and Preventive Medicine in the School of Medicine at St. George’s University in Grenada. In October 2008, Dr. Sealy was appointed as Energy and Sustainable Development Advisor to the Government of Grenada.
